If you are serious about launching a new site, or redesigning yours but do not have the time/skill to do it yourself then premium themes are the way to go.
WordPress is for me the CMS of choice and you can find loads and loads of really good themes for almost nothing. Ok there are free themes out there, but when you look at it closely, they do not compare to premium and homemade themes.
Plus with payed theme you usually get the support behind it which is always a good addition when you do not want to spend ages trying to figure out why this or that is not working properly. WordPress premium themes are the way to go.
