In Photoshop you can apply patterns on layers using the paint bucket tool(G) or by going in the blending options of you layer in the Pattern Overlay tab.
You might be a very fast drawer but when you have to fill the background with repetitive small stuff pattern is you best friend. Before getting started don’t forget that a pattern is repeated as many time as possible to fill the space. The result should look like an uniform repetition rather than some blocks that don’t fit together.
Let’s make for example this trendy cross line pattern everyone uses everywhere now a days. First create a 25×25px document. Select the pencil tool (B) and draw a line from the top left corner to the bottom right corner. Repeat this on each side of this line. The last one should be a 1px dot in the top right corner and bottom left corner:

Now go Edit->define pattern. Give it a name and that’s it. Now when you use you paint bucket in pattern mode you will have the choice to many pattern including yours!
