Copying website content or design is certainly a very common issue we all face. Blogs scrapers are everywhere and because it is so easy the copy content or html from a site, there is very little you can do to protect your work.
I came across this site the other day. Notice some familiar elements? If you don’t go and have a look at the bbc website. See?
They didn’t even try to make it looks different. They just copied everything. Same layout, same clock, same boxes, same buttons… Of course they don’t have the same development team as the bbc and the site is more or less static.
This reminds me of some clients I had in the past:
Client: I like this website, I want the same!
Me: Yhea, well… we can do something in the same inspiration but you know this is a kid toys website, the design won’t work on your driving school site.
Client: I don’t care I like it!
Me: …
After explaining things slowly the client might change his mind. If he doesn’t I would seriously consider dropping the job because apart from the money you have nothing to gain in this kind of project. On of the reason lots of people go freelance in our industry is to be able to choose your work. And hopefully is you are doing alright it will stay this way.

On the same note – does this Iranian television news website remind you of anything?
http://www.presstv.ir/
As you said on your blog, yeah definitely the navigation on the left.
